Ipv6 traffic through tunnel - can QOS contol it?

I can set up Ipv6 through a tunnel with Centurylink, but without QOS controlling the different classes of traffic before it goes through the tunnel, it's useless for me to do so since I only have a .5 up and a 1.5 down. I've read extensively, but can't find out if the traffic is QOS controlled before it enters the tunnel or not. Was hoping Toastman could answer.....btw, GREAT QOS on Toastman and Shibby builds....thank you both for all the hard work......
