Sharing internet with neighbours and guaranteeing service.

I'm thinking of sharing internet with my neighbour and am wondering what would be the best way to manage it.

I have one router already doing the QOS for my local network.

I'm thinking of using one router for bandwidth limiting with two subsequent routers connected via wan each running their own QOS should they choose to do so, or not.

The disadvantage of this would be that unless I split the connection evenly, if I enable QOS on my system, I won't be able to take advantage of the max...
