I'm trying to tweak my QOS rules once again and I started thinking.
My ISP has 'speedboost' which means I have a 10mbps line. If I were to download a consistent stream at max settings, the ISP would cap it at 10mbps.
If the line is running at 5mbps, and I click on some other website, the ISP allows me to download at up to 25mbps for a short time to speed the initial loading.

Does 100% setting in QOS mean unrestricted bandwidth regardless of bandwidth limit?
