How to know the re-transmission rate, error bit rate, lost packet rate, etc?

Hi,

I got a lot of buffering on my smart TV. So I want to troubleshoot the root cause. Does anyone know how to check the lost-packet-rate, re-transmission rate, error bit rate, etc?

Do I need to use sniffer or wireshark or anyware else?
